The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Monitoring and Evaluation Officer.

The Consultant service (“the Services”) includes support the development of a comprehensive M&E framework for PREP, which will include M&E activities in Tonga.

This consultancy position is part time for 180 working days over the project duration (80 days in 2018, 60 days in 2019 and 40 days 2020)

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC)now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting criteria are:
Essential: i. Bachelor Degree in Economics, Social Science, or Project Management or discipline relevant to monitoring and evaluation; ii. at least 5 years’ experience in programme M&E, evidence based strategic planning and demonstrates high-level analytical skills; iii. demonstrated experience in project M&E; iv. excellent communication skills, including good oral and written English and Tongan, with the ability to write for and to a variety of stakeholder hierarchies; v. Demonstrated ability to work and deal successfully with stakeholder groups from a wide variety of technical and cultural backgrounds; vi. Strong IT literacy and competency with MS Office; vii. Demonstrated experience of working in project teams and willingness to share knowledge.

Desirable: 1. Demonstrated experience and an understanding of the government’s national, sectoral planning framework, corporate planning and annual management planning frameworks in addition to public sector policy as well as that of the World Bank’s requirements on project monitoring and evaluation; 2. Experience in integrating cross-cutting issues (including gender and social inclusion) into development planning; 3. Experience in implementation of climate change and disaster risk management project initiatives; 4. Knowledge of the Pacific region or experience of working in a small-island developing state (SIDS) context; 5. Familiarity with World Bank policies and guidelines is desirable.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
