29 May 2013, One strong area of the TSCP program is the time and commitment given to mentoring of young Engineer staff of the Ministry of Infrastructure within the Land Transport Section.

Ministry of Infrastructure has been trailing a new technology for pavement surfacing to suit the conditions, raw materials available, the contractor's experience and equipment in Tonga today. In this case, it is Otta Seal.

The acting Director of Land Transport Division, Tevita Lavemai has welcome the knowledge transfer that had occurred with his staff over the last 12 months with regards to this new technology, as he is one of the vocal supporters of ensuring his staff have access to training and education require to under take their roles.

Lawrie Carlson, Project Manager of the TSCP program in Tonga (pictured here with Penisimani Toa Vea- one of the LTD Road Technicians) speaks highly of this new technology. Lawrie believes that while the Otta Sealing is a new concept in Tonga, the the Engineers within the LTD are gaining experience to the world leaders in the knowledge of the use of coronous materials in the Otta Seal technology. He added that the Ministry are now all learning the finer details of placing this surfacing type in Tonga.
